There being no objection, it was so ordered. HB 313 was read the third time. The question being: "Shall HB 313 pass the House?" Representative Thompson moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There was objection. The question being: "Shall the effective date clause be adopted?"
